The Shizimen Central Business District of Hengqin New Area was the highlight of the 2010 Macau International Fair.
The Shizimen Central Business District of Hengqin New Area took a step into reality when Guangdong Vice Gov Lei Yulan and Zhuhai CPC Secretary Gan Lin broke ground for first-phase construction to begin.
HOK’s new master plan for the Zhuhai Shizimen Central Business District creates a vibrant, sustainable waterfront destination and business district. The CBD will provide a platform for Zhuhai’s modern service industry and become a new urban centre. The plan establishes a dynamic mix of uses and engaging pedestrian environment, interconnected with a transit hub, extensive canals and open space network. The development is marked by a distinctive skyline and iconic signature tower for Southern China.
Hengqin New Area is the first State-level Cooperation Zone between Guangdong, Hong Kong and Macao. Its regional importance was evident with the attendance of Chinese Central Government Liaison Officers Gao Yan, deputy director in Macao; and Wang Bingxin, director general of the Economic Affairs Department in the Hong Kong office, along with other senior provincial and municipal officials.
The nascent central business district (CBD) should take five years to build. It will contain infrastructure for conventions and exhibitions. It also will attract the finance and insurance sectors, among others, using the extraordinary authority Hengqin New Area has been granted by Beijing to enhance regional cooperation and to further open up to the world.
The CBD is located in the northeast part of Hengqin Island, across from the Macao Peninsula and Taipa Island. It covers 5.77 sqkm encompassing its northern region of 2.28sqkm of Nanwan coast and southern region of 3.49 sqkm in Hengqin. It is situated where Zhuhai’s eastern and western urban areas meet Hengqin New Area and is close to the Wanzai, Hengqin and Gongbei border checkpoints.
A key provincial project, the CBD will play a crucial role in accelerating construction of Hengqin New Area and boosting development of the west bank of the Pearl River Estuary.
The CBD first-phase clusters are convention, exhibition and business mix, AVIC General Airplane headquarters, public service centre and municipal infrastructure. Huafa Group is responsible for the business cluster and municipal infrastructure first phase with investment of 10 billion yuan ($14.7 billion).
A major support infrastructure project of the CBD, the convention, exhibition and business mix will be the first large public architectural complex in Zhuhai and in the west bank, an executive of Huafa Group explained. It is of great significance in enhancing the status of the local service sector, he said.
The CBD focus on banking and insurance, business services, trade and business, conventions and exhibitions will thus boost closer cooperation between Guangdong, Hong Kong and Macao, according to a spokesperson.
Of the 100 billion yuan investment, 38 billion yuan ($5.59 billion) will be financed by Huafa Group and the rest will come from international deep- pocket investors through public offering.
The initial phase will take three years by which time the first phase of the convention, exhibition and business facilities, AVIC General Aircraft, public service and municipal infrastructure will have been completed.
Within five years, primary land development and municipal utilities construction will be intense; and infrastructure in the northern and southern core areas will be basically in place.
Within ten years; a group of key international projects will be in operation; the accumulative effect of a modern service industry will be felt; and an international cosmopolitan semblance will have emerged.
Investment promotion for the CBD will be conducted worldwide, and priority will be given to Guangdong, Hong Kong and Macao, the spokesperson said.
St Regis and Sheraton Hotels & Resorts, two world-renowned five-star brands under Starwood Hotels & Resorts Worldwide Inc, will locate in the CBD.
The luxury St Regis Hotels & Resorts will be in the 300m Zhuhai and Macao No1 building separated from Macao by a channel of water. Sheraton Hotels & Resorts will be connected to the Zhuhai International Convention Centre, providing convention facilities covering 25,000sqm for nearly 10,000 attendees.
AEG Ogden, a leading venue management company, is involved in the design and construction of the international conference and exhibition centre.
